(CAN) DURING WALKAROUND, IT WAS OBSERVED THAT THE STARTER ENGAGEMENT GEAR WAS RUBBING ON THE CRANKSHAFT RING GEAR. IT APPEARS AS IF THE ENGAGEMENT GEAR IS UNABLE TO FULLY RETURN TO ITS RESTING POSITION. (TC# 20190912007)
