(CAN) CREW REPORTED THE LEFT HAND DE-ICE BOOT INOPERATIVE. INSPECTION FOUND A SHORTED, BURNED WIRE IN THE LEFT HAND TOP PART OF THE BOOT. THE BOOT WAS REPLACED. SUBMITTER STATES THIS IS THE THIRD INCIDENT IN THE PAST YEAR.
