(CAN) ON FIRST FLIGHT AFTER INSPECTION, DEICE BOOTS SELECTED ON AND WING DE-ICE BOOTS REMAINED INFLATED. DUE TO ICING CONDITIONS AIRCRAFT RETURNED TO MAINTENANCE BASE. WING DE-ICE BOOTS OUTLET VENTS WERE FOUND PLUGGED WITH TAPE FROM MAINTENANCE TASK THE PREVIOUS NIGHT.
