*EMERGENCY DECLARED* TE FLAP DISAGREE ON LANDING DUE HEAVY RAIN AND WIND ON APPORACH, CREW EXPEDITE LANDING. SUSPECT HEAVY FLAP LOADS, CAUSED LOCK UP. FLAPS STOWED ELECTRICALLY, BITE FSCU, SYSTEM RESET FLAPS-SLATS OPS NORMAL FULL RANGE UP-DOWN. SEVERAL TIMES.
