EMERGENCY DECLARED, AIRCRAFT LANDED SAFELY. REMOVED AND REPLACED FECU. ALSO, COMPLIED WITH TASK CARD SI-2-27I0002, FLAPS FAIL CAUTION MESSAGE FOLLOW-UP MAINTENANCE ACTION.
