CREW REPORTED LOSS OF BRAKES UPON TOUCHDOWN WITH ANTI-SKID IN THE ON OR OFF POSITION. EMERGENCY BRAKES WERE USED TO STOP THE AIRCRAFT. MAINTENANCE REPLACED BOTH BRAKE MIXING VALVES.
