AFTER TAKEOFF, THE FLAP HANDLE WOULD NOT MOVE IN ORDER TO RETRACT. THE FLAP HANDLE WOULD NOT MOVE IN ORDER TO EXTEND FLAPS EITHER. FLAPS ARE STUCK AT 7 DEGREES. (A)
