PILOT REPORTED THAT HE BEGAIN TO LOSE ELECTRICAL POWER TO INSTRUMENTS AND INSTRUMENT LIGHTS, PILOT PREFORMED A PRECAUTIONARY LANDING. BATTERY WAS FOUND TO ONLY HAVE 16 VOLTS.
