DURING CLIMBOUT OF IAD, THE CREW REPORTED EXPERIENCING STATIC IN THE HEADSETS. MAINTENANCE INSPECTED THE AIRCRAFT AND FOUND FOD IN THE AFT RAMP JACK. THE JACK WAS DEFERRED PER THE MEL.
