UNABLE TO RESTART ENGINE DUE TO APU BLEED ISSUE. NO FAULTS NOW SHOWN ON EPCS PAGE. RAN ENGINE PER MEL, RIGHT ENGINE PRI CONT MESSAGE STILL DISPLAYED. REPLACED EEC PER MM, OPS CHECKED OKAY.
