Description of Type Design Change (continued):

1. Installation of the MT-Propeller Entwicklung GmbH model MTV-12-B-C-F/CF188-53() propeller on the Piper Aircraft, Inc. PA-23-235, PA-23-250, and PA-23-E23-250 model aircraft must be in accordance with the MT-Propeller Entwicklung GmbH Master Documentation List, Doc. # E-3317, Revision 5, dated October 24, 2023, or later European Union Aviation Safety Agency (EASA) accepted revisions, and the MT-Propeller Entwicklung GmbH Installation Instructions, Doc. # E-3315, Revision 0, dated March 12, 2019, or later EASA accepted revisions.

2. Maintenance must be in accordance with the MT-Propeller Entwicklung GmbH Instructions for Continued Airworthiness, Doc. # E-3316, Revision 1, dated April 13, 2022, or later EASA accepted revisions.

3. Operations must be in accordance with the MT-Propeller Entwicklung GmbH Supplement Airplane Flight Manual Doc. # E-3314, Revision 5, dated October 24, 2023, or later EASA approved revisions.

2. The aircraft must be operated in accordance with the Limitations section of the Supplement Airplane Flight Manual referenced in the Description section.

3. The installer must determine whether this design change is compatible with previously approved modifications.

4. If the holder agrees to permit another person to use this certificate to alter a product, the holder must give the other person written evidence of that permission.

5. The MT-Propeller Entwicklung GmbH MTV-12-B-C-F/CF188-53() propeller installation is limited to the airplane model and engine configurations contained in the Performance section of the Supplement Airplane Flight Manual referenced in the Description section. This propeller must not be installed in aircraft with turbocharged engine configurations.

Certification Basis:

Based on Title 14 Code of Federal Regulations (CFR) 21.115 and 21.101, and the Federal Aviation Administration (FAA) policy for design changes that are identified as not significant in FAA Order 8110.48, the type certification basis for the modified Piper Aircraft, Inc. PA-23-235, PA-23-250, and PA-E23-250 is as follows:

a. The type certification basis for the Piper Aircraft, Inc. PA-23-235, PA-23-250, and PA-E23-250 as shown on Type Certification Data Sheet (TCDS) 1A10 for parts not changed or not affected by the change.

b. The type certification basis for the Piper Aircraft, Inc. PA-23-235, PA-23-250, and PA-E23-250 for parts changed or affected by the change is TCDS 1A10 with the following exceptions:

• 14 CFR Part 36 at Amendment 36-31.
