1. Operation must be in accordance with Outerlink Corporation's Rotorcraft Flight Manual Supplements (RFMS) Document number FMSB206SAT001, Rev A or Document number FMSB407SAT001, Rev A both FAA approved on April 19, 2016, or later FAA approved revisions.

2. Maintenance must be in accordance with Instructions for Continued Airworthiness (ICA), Document ICAB407/206-SAT-001, revision C, dated March 23, 2016, or later FAA accepted revision. The ICA must be made available to the operator at the time of installation.

3. This system does not meet the operational rule requirement of a voice or flight data recorder system.

4. Compatibility of this design with previously approved modifications must be determined by the installer.

Certification Basis:

Based on 14 CFR § 21.115 and § 21.101, and the FAA policy for significant changes in FAA Order 8110.48, the certification basis for the Bell Helicopter models 206L, 206L-1, 206L-3, 206L-4, and 407 is as follows:

a. The type certification basis for Bell Helicopter models 206 and 407 series aircraft is shown on TCDS H2SW for parts not changed or not affected by the change.

b. The certification basis for parts changed or affected by the change since the reference date of application, March 9, 2015, is based upon part 27 as amended by Amendment 27-47. Based on 14 CFR §§ 21.115 and 21.101, and the FAA policy for significant changes in FAA Order 8110.48, the certification basis for this modification was determined to be:
