Description of Type Design Change: Installation of a Van Horn Aviation Tail Rotor Blade in accordance with FAA Approved Van Horn Aviation Documentation as listed on AML No. SR02051LA.

When the Van Horn Aviation Tail Rotor Blades are installed on Arrow Falcon Exporters the special purpose is limited to Agricultural under 14 CFR 21.25 (b) (1) and External Load operations. For all other models listed on AML No. SR02051LA, the special purpose is limited to Agricultural, Forest and Wildlife Conservation under 14 CFR 21.25 (b) (1), (2) and External Load operations. Compatibility of this design change with previously approved modifications must be determined by the installer. The approval of this modification applies to the above noted aircraft model series only. A copy of this STC must be included in the permanent records of the modified aircraft. If the holder agrees to permit another person to use this certificate to alter the product, the holder shall give the other person written evidence of that permission.

Based on 14 CFR §§ 21.115 and 21.101, and the FAA policy for significant changes in FAA Order 8110.48, the certification basis for the helicopter models listed in the AML with the Van Hor Aviation Tail Rotors installed as follows:

a. The type certification basis for parts not changed or not affected by the change is shown on the TCDS listed on the AML.

b. The certification basis for parts changed or affected by the change since the referenced date of application, September 1, 2005 is based upon part 29 as amended by Amendment 29-47. Based on 14 CFR §§21.115 and 21.101, and the FAA policy for significant changes in FAA Order 8110.48, the certification basis for this modification was determined to be:
