Personal Carrying Devices Installation Instructions II-255-100 Revision 6, TCCA approved May 3, 2021, or later TCCA approved revision.

Description of Type Design Change (continued):

1. Human External Cargo Dual Hook System Installation Instructions II-255-101 Revision B, TCCA approved April 30, 2021, or later TCCA approved revision.

2. Operation of the PCDs and the HEC System must be done in accordance with AAL Flight Manual Supplement FMS-255-301 Revision D, TCCA approved July 5, 2022, or later TCCA approved revision.

3. Maintenance must be done in accordance with the following AAL Instructions for Continued Airworthiness (ICA):

- Personal Carrying Devices ICA-255-200 Revision 6, TCCA accepted July 6, 2022, or later TCCA accepted revision.

- Human External Cargo Dual Hook System ICA-255-201 Revision C, TCCA accepted July 6, 2022, or later TCCA accepted revision.

1. July 6, 2022 or later TCCA approved revision is mandatory.

2. Operation of the PCDs and the HEC System must be done in accordance with "Limitations" contained in Chapter 1 of AAL Flight Manual Supplement FMS-255-301 Revision D, TCCA approved July 5, 2022, or later TCCA approved revision.

3. The installer must determine whether this design change is compatible with previously approved modifications.

4. If the holder agrees to permit another person to use this certificate to alter a product, the holder must give the other person written evidence of that permission.

Basis of Certification:

Based on 14 CFR § 21.115 and § 21.101, and the FAA policy for design changes that are identified as significant in FAA Order 8110.48, the certification basis for BELL 212 is as follows:

(a) For parts not changed or not affected by the change: The type certification basis for the aircraft model as shown on the FAA Type Certificate Data Sheet (TCDS) H4SW.

Goodrich Hoist P/N 42325-12 installed in accordance with STC SH3189SO.

Dual Cargo Hook System:

For HEC Dual Hook Operations with Right-Hand Pilot-in-Command:

• BHT-212-SI-5 External Cargo Hook Suspension Kit

• STC SR00713SE Onboard Systems Cargo Suspension System For HEC Dual Hook Operations with Left Hand Pilot in Command:

• BHT-212-SI-4 or BHT-212-SI-89 Dual Controls (as applicable)

• BHT-212-SI-1 or BHT-212-SI-41 Co-Pilot Instrumentation (as applicable)

• STC SR00938NY Eagle Vertical Reference Door or other approved LH vertical door - See Note 1 below

• STC SR02233SE Dart LH Pilot in Command

• STC SR00957NY Dart Dual Cargo Release

NOTE 1 - The following are requirements that any LH vertical reference door must meet to qualify for installation in conjunction with this modification:

• Be approved by the appropriate certification authority.

Required Equipment (continued):

• The modification shall allow the pilot to have full vertical visibility of the HEC load.

• It shall include a minimum of the following instruments and caution indicators;

rotor tachometer, torque indicator, master caution and fire warning.

• It shall not interfere with the LH collective control switch box.

• It shall not have a Vne less than 60 knots.
