Description of the Type Design Change: Installation of a Dual Tailboom Strakes and FastFin System in accordance with the applicable installation manual as listed on AML SR09535RC-D. Instructions for Continued Airworthiness, Report No. BLR-412FF-950, Revision C, dated April 21, 2015, or later FAA-accepted revision, is required. Rotorcraft modified must be operated in accordance with an FAA-approved copy of the Rotorcraft Flight Manual Supplements (RFMS) as listed on AML SR09535RC-D.

Limitations and Conditions: Approval of this change in type design applies to the rotorcraft listed on AML SR09535RC-D only. This approval should not be extended to other rotorcraft of this model on which other previously approved modifications are incorporated unless it is determined by the installer that the relationship between this change and other previously approved modifications will introduce no adverse effect upon the airworthiness of that rotorcraft. A copy of this certificate, AML SR09535RC-D, and the applicable rotorcraft flight manual supplement and installation manuals as listed on AML SR09535RC-D must be maintained as part of the permanent records for the modified rotorcraft.

Certification Basis:

Based on 14 CFR Part 21.115 and 21.101, and the FAA policy for significant changes in FAA Order 8110.48, the certification basis for Bell Models 412EP, 412CF, and 412 helicopters for Dual Tail Boom Strake (DTBS) and Fast Fins System (FFS) installation is as follows:

a. The type certification basis for Bell Models 412EP, 412CF, and 412 helicopters is shown on TCDS H4SW for parts not changed or not affected by the change.

b. The type certification basis for Agusta S.p.A Models AB412 and AB412EP helicopters is shown on T CDS H79EU for parts not changed or not affected by the change.

c. The certification basis for parts changed or affected by change since the reference date of application, February 02, 2010, is based on 14 CFR Part 21.115 and 21.101, and the FAA policy for significant changes in FAA Order 8110.48.
