3. A copy of this certificate and the attached FAA Approved Model List must be maintained as part of the modified aircraft's permanent records.

4. Maintenance is to be performed in accordance with Pro Star Aviation Instructions for Continued Airworthiness 04607- ICA-101, revision A, dated December 1, 2016, or later FAA accepted revision. The ICA must be made available to the operator at the time of installation.

5. The installer must determine whether this design change is compatible with previously approved modifications.

Certification Basis:

Based on 14 CFR §§ 21.115 and 21.101, and the FAA policy for significant changes in FAA Order 8110.48, the certification basis for the Installation of Rockwell Collins TDR-94D Transponders with ADS-B Out in the aircraft defined by FAA Approved Model List (AML), Pro Star Aviation 04607-AML-101, is as follows:

a. The type certification basis for all the models listed in FAA Approved Model List (AML), Pro Star Aviation 04607- AML-101, is identified in the applicable TCDS as listed in the AML for parts not changed or not affected by the change.

b. The certification basis for parts changed or affected by the change since the reference date of application, June 10, 2016, is based upon Part 25 as amended by Amendment 25-142 Based on 14 CFR §§ 21.115 and 21.101, and the FAA policy for significant changes in FAA Order 8110.48, the certification basis for this modification was determined to be:
