1. Conversion of DHC-8-102/-103/-106 from passenger carrying aircraft into Package Freighter with a Class E Cargo Compartment in accordance with Voyageur Aerotech, Inc. installation document DCS 15-2700, Rev. B, "DHC-8-100 Package Freighter," dated December 16, 2019, or later TCCA approved revision.

2. Voyageur Aerotech, Inc. Aircraft Flight Manual Supplement AFMS 15-2700, Rev. C, TCCA approved December 12, 2019, or later TCCA approved revision, is required as part of this installation.

3. The aircraft must be maintained in accordance with Voyageur Aerotech, Inc. Maintenance Manual Supplement, MMS 15-2700, Rev. A, dated April 24, 2017, or later TCCA accepted revision.

1. Airworthiness Limitation Tasks must be performed in accordance with Voyageur Aerotech, Inc. Maintenance Manual Supplement MMS 15-2700, Rev A, Chapter 4-00-00, TCCA approved May 10, 2017 or later TCCA approved revision.

2. Operation must be in accordance with Voyageur Aerotech, Inc. Aircraft Flight Manual Supplement AFMS 15-2700, Rev. C, TCCA approved December 12, 2019, or later TCCA approved revision.

5. Prior to completion of this modification, the aircraft must have the following additional installations incorporated:

a) 825SO08063-2; "2 Baggage Divider Nets and Post (Standard Bulkhead)" (Bombardier/Factory Option)

b) 835CH00077-2 (SB8-35-10); "Oxygen-Increased Capacity of Crew Member's Fixed Oxygen Cylinder and Onboard Recharging Capability - Change Request 835CH00077-2" (Bombardier/Factory Option)

c) STC No. ST01872SE; "Installation of Lightweight Window Plug" issued to LiteAir Aviation Products, Inc.

d) EO 17-3079; "Installation of insulation blankets at plugged window locations" developed by Voyageur Aerotech, Inc.

6. The installer must determine whether this design change is compatible with previously approved modifications.

7. If the holder agrees to permit another person to use this certificate to alter a product, the holder must give the other person written evidence of that permission.

Certification Basis:

Based on 14 CFR §§ 21.115 and 21.101, and the FAA policy for significant changes in FAA Order 8110.48, the certification basis for the modified Bombardier DHC-8-102/-103/-106 is as follows:

(a) For parts not changed or not affected by the change: The existing type certification basis for the aircraft model as shown on the FAA Type Certificate Data Sheet A13NM.
