Advisory Circular Subject: Flight Test Guide for Certification of Date: 09/16/2025 AC No: 25-7D Transport Category Airplanes Initiated By: AIR-621A Change: 1
1. Purpose.
1.1 This change, advisory circul ar (AC) 25-7D Change 1, incorporates updates and adds or revises guidance for stall in-ground-effect and for tailwind and crosswind capability.
2. Changes.
2.1 Change 1 updates AC 25-7D, Flight Test Guide for Certification of Transport Category Airplanes, dated May 4, 2018. Specifically, Change 1 incorporates the following substantive changes:
1. Flight: General – Section 3.1.10 revises the test tailwind for demonstrating handling qualities from 150% of the proposed limit tailwind to 5 kts above the proposed limit tailwind and the applicable guidance associated with this change.
2. Flight: Performance – Section 4.2 revises the guidance for takeoff performance testing (i.e., 14 CFR 25.107) to raise awareness of ground effects on stall angle-ofattack and maximum lift and to ensure adequate margins to in-ground-effect stall angle-of-attack are maintained during flight testing used to determine takeoff speeds.
3. Flight: Ground and Water Handling Characteristics – Section 9.5 revises the guidance method for determining the magnitude of the maximum demonstrated crosswind to include consideration of gusts.
2.2 The AC change number and the date of the change is shown at the top of each changed page. The change bar in the right or left margin indicates where the change is located.

U.S. Department of Transportation Federal Aviation Administration Subject: Flight Test Guide for Certification of Date: 05/04/2018 AC No: 25-7D Transport Category Airplanes Initiated By: AIR-670 This advisory circular (AC) provides guidance for the flight test evaluation of transport category airplanes. This AC includes flight test methods and procedures to show compliance with the regulations contained in title 14, Code of Federal Regulations (14 CFR) part 25, subpart B, “Flight,” which address airplane performance and handling characteristics.
This revision, AC 25-7D, clarifies paragraph 23.2.4, Engine Restart Capability—§ 25.903(e);
adds paragraph 34.4, Circuit Protective Devices—§ 25.1357; and revises appendix B, Function and Reliability (F&R) Tests, of this AC. This AC has been re-formatted to use a new paragraph numbering system for improved usability.
The first change revises the means of compliance associated with demonstrating the restart capability required by § 25.903(e). The second change adds a paragraph providing guidance for flight test evaluation of compliance with the requirements for circuit protective devices. It is made in response to recommendations from the National Transportation Safety Board. The third change revises appendix B concerning F&R testing. It addresses issues that arose with F&R testing on recent certification programs where the current guidance was unclear.
If you have suggestions for improving this AC, you may use the Advisory Circular Feedback form at the end of this AC.
