Narrative: the Idaho Falls, Idaho air traffic control tower reported that it issued a taxi clearance to horizon airlines (qxea) to taxi to runway 20. At the same time an aircraft N2712E began to taxi to runway 02 without any clearance from ida-atct. The time and date was January 25, 1995 at 15:01 utc/ 08:01 MST. At 15:04 UTC N2712E took off from runway 02 and proceeded northbound. AT THE SAME TIME AN AIRCRAFT N2712E BEGAN TO TAXI TO RUNWAY 02 WITHOUT ANY CLEARANCE FROM IDA-ATCT. THE TIME AND DATE WAS JANUARY 25, 1995 AT 15:01 UTC/ 08:01 MST. AT 15:04 UTC N2712E TOOK OFF FROM RUNWAY 02 AND PROCEEDED NORTHBOUND.
