The pilot holds a commercial certificate and the flight originated at san jose airport on 10-28-95 at approximately 0950. Investigation results: the pilot stated that when he attempted to lower the gear for a landing at san carlos airport, he did not get a green indication light and that the nose wheel did not appear to be down fully when viewed in the mirror. He said that he diverted to hwd for it's longer runway. Hwd ATCT confirmed that they were contacted and advised by the pilot of this aircraft that the gear would not fully extend and that the pilot tried numerous times to extend the gear while flying over for visual by tower. The advice of a mechanic was also solicited and given to the aircraft frequency with no effect. After burning off most of the fuel, the aircraft landed on rwy 28L. Maintenance records indicate aircraft to be within annual (4/95), with no unaccomplished gear ADS. Negative pilot deviation. Aircraft still awaiting disposition by insurance company. Unable to determine possible cause of gear problem due to static situation of aircraft.
