Narrative: on 12-23-95, captain clinton d. bowling, at approx. 0602 LCL taxied out as dala flt. 1419, for departure on runway 23L at Cleveland Hopkins airport. There was a heavy snowfall prior to departure with large snow banks and snow covered taxiways/runways. Obscuring signs/markings. The captain and first officer were flight checked (satisfactory) and provided information to all delta crews concerning this incident. Via their airline paper. ATC, NTSB (ASRS), Cleveland airport, cle FSDO have notified users of this area. This airport has been added as a special airport and most users now have guidance (area of confusion) to alert them of this area. The area of confusion is currently being reviewed for safety by FAA regional (airport flight standards) and local (city airport, ATC) personnel. privacy data omitted
