From the FAA’s Accident/Incident Data System (AIDS), through its Aviation Safety Information Portal, as reported. The NTSB investigates accidents separately, and its record of an accident is the fuller one. The aircraft is matched to the registry by N-number and event date, checked against the reported make and model; the registry’s history has gaps, so older matches can be wrong. What happened

The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.

(-23) On July 22, 1999, at 2100Z, a Cessna 210E, N4910U, registered to pegasus of batesville, inc and operated by Mr. Timmerman, declared an emergency to memphis center due to excessive elevator flutter/vibration during cruise enroute to fort worth (ftw). The pilot reported that his first indication of this problem was the inability to trim the aircraft for normal cruise flight. The elevator trim was moved to maximum nose position down and forward pressure was required to keep aircraft level. Pilot returned to Mena and landed without incident. Investigation revealed that the elevator trim tab bracket fractured. The trim tab actuator was no longer attached to structure which cause the elevator trim tab to flutter in flight.
