(-23) On July 15, 2002, at approximately 17:36 CDT local time the pilot of a Lear 60 aircraft, N752BP, requested a lower altitude and later the pilot declared an emergency. The nature of the emergency descent was due to a loss of power caused by an engine vibration. During the descent N752BP had a loss of separation with delta flight 411 (DAL411). Radar data indicated that N752BP was leaving approximately flight level 404 (FL404) when the controller turned the aircraft right, and issued a descent to FL370. DAL411, opposite direction at FL390, responded to a TCAS resolution advisory and started a descent to FL370. There was a loss of separation. Separation was re-established and DAL411 was cleared to FL 390, N752BP received a clearance to Amarillo International Airport (ama), Amarillo, Texas.
