What happened

The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.

(-23) The flight instructor/pilot in command entrusted the student pilot to perform the preflight inspection on the morning of this flight. She did not perform any fuel or oil level checks before or after the student pilot performed his preflight. Records inspections at the flight school indicated that this Cessna had flown the night before for 2.8 hours hobbs time and was not refueled prior to its flight on September 3rd. The flight instructor conducted a training flight with the student which placed an additional 1.6 hours on the hobbs meter. While inbound to Kissimmee municipal airport at a distance of 8 NM south, the engine failed due to complete fuel exhaustion. A successful off-airport landing was performed on a landfill utilized for sewage dispersal. Post incident investigation revealed completely dry fuel tanks and only a few drops of residual fuel in the gascolator.
