What happened
The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.
(-23) The pilot-in-command had a multiengine rated second pilot aboard this airplane that did not, however, require a second pilot. Purdue university, owner of the airplane, used the airplane in orientation flights that allowed inexperienced pilots--but rated--to act as a second-in-command might act. Upon start of taxiing, the PIC asked the SIC if the right wingtip would clear a fuel truck. The SIC response in the affirmative. The wingtip did not clear the fuel truck. The taxi was terminated and the airplane remained on the ground until repairs to the wingtip were made.
