(-23) The pilot circled the water landing area two times to make sure the area was clear before landing the seaplane in the bay. The pilot reported the wind was 10 to 15 knots in the landing area. He approached into the wind over the land for a water landing. During the final approach the pilot reported encountering wind shear and the stall warning coming on. He added full power but could not prevent the float and wing from contacting the ground. The aircraft rotated 180 degrees on impact with substantial damage.
