(-23) On October 29, 2008, at 0295 zulu (1959 MST), Cessna 421C, N421PC, made a partial gear-up landing at Falcon field in Mesa, Arizona. The flight departed from montgomery field in san diego, California, and the pilot said there were no problems with the aircraft during the flight to Mesa. During the approach to Falcon field, the left main landing gear failed to extend when the pilot selected gear down. A fly-by confirmed the left main landing gear was not extended. The pilot performed the emergency landing gear extention procedure, but the left main landing gear still did not extend. The aircraft landed with the left main landing gear retracted and, when the left wing contacted the runway, the aircraft spun to the left and slid off of the runway, right wing first. The right main landing gear partially collapsed as the aircraft slid into the ditch beside the runway, and one runway light was damaged. There were 5 people on board and no injuries.
