Eastern region notified.1742 et: aircraft was towed back to the gate. Ops clear of the incident and ramp tower notified alleyway rts.1810 et: just prior to the accident, the wing walker indicated he put his wands in the x configuration when he saw a tug pulling a baggage cart coming toward the aircraft. The pushback tug was at an angle to the aircraft while conducting a turn to align the aircraft on the alleyway centerline. During this operation, the pushback driver lost line of sight with the wing walker and thus did not see the wands in the x configuration. The bag cart driver indicated she stopped the tug and set the emergency brake when she realized the aircraft wasn't stopping. She also indicated the emergency brake did not hold and the tug rolled forward. However, the driver, thinking she would be hit in the head by the plane, jumped off the tug. The emergency brake did not hold and the tug continued to move and contacted the right winglet of the CRJ-200. The bag driver then jumped back on the tug and turned it off. The tug has been tagged out of service by ops and sent in for inspection.
