What happened
The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.
Description:
During the investigation of an incident an inspector with the grand rapids FSDO learned that an aircraft operating under a part 135 certificate acted in a reckless and intentional manner. The airport manager stated that with the gear up aircraft still on the runway, and a NOTAM that runway 15/33 was closed, a pilot with a passenger of a Cessna 310, N2738B taxied out to the grass next to the runway, and then departed, and at that point cleared all the emergency equipment by 100 to 150 feet.
Casual/contributing factor:
The pilot had contacted the director operations and the check airman. The director of operations contacted his p.o.I. With information that was provided, a legal takeoff could be made.
Since only the paved runway was notamed closed, and not the entire airport, the grass area that is also normally used for takeofs and landings was used by the pilot in this instance. Therefore, no FARS were violated.
Recommendation to reduce risk:
Director of operations will amend their g.o.m. and training program to reflect operations off a grass runway.
Action taken to correct problem:
Internal policies are being addressed
