Student pilots summary of events:
We originally were planning on doing my solo at falcon field, however, we briefed Chandler airport in case falcon was too busy considering the north runway was closed. I have had practice with touch and goes and full stop taxi backs at Chandler, however, I have only used 4L/R. After getting denied touch and goes from falcon, we headed to Chandler and practiced 4 touch and goes. After the touch and goes, I dropped my instructor off near the self-serve fuel station and we briefed the taxi diagram including the November loop. We also went over the radio calls and what would be expected from Chandler ground. I then did my runup on the northeast ramp and called up ground. I identified myself as a student solo requesting full stop taxi backs. After getting cleared to taxi to 22R via the November loop, I did not see any signage indicating the November loop or a destination to 22R. At this time I mistook a roadway for a taxiway and misjudged my proximity to the nearby fence. I heard my instructor call up on ground frequency, however, I had already clipped the wing.
CFI summary of events:
During our preflight, we briefed for privacy data omitted second solo. After reviewing NOTAMS for our home base airport, kffz, we determined Chandler would be our second request since the north runway at falcon was closed. We reviewed all airport information for both airports including runways, traffic patterns, frequencies, taxi diagrams, taxiways that she will be performing her full stop taxi-backs on, and any potential scenarios she might experience while communicating with both ground and tower. Prior to her initial solo, we practiced touch and goes in addition to full stop taxi-backs at Chandler. At that time, runways 4L/R were in use. I also prefaced that the first portion of her lesson would be used to determine if privacy data omitted was making good PIC decisions, safe landings, and appropriate radio calls for a student solo. Prior to heading out, I asked her questions to assess whether she seemed fit to fly. I observed privacy data omitted while she completed the preflight. While taxiing out, we requested touch and goes and were informed only a few could be completed at falcon field; we then requested a departure to Chandler. All operations prior to her solo were completed by lillian without assistance. During the initial touch and goes, privacy data omitted was making safe landings, appropriate PIC decisions and was ready to solo. On the ground we briefed the taxi diagram, pointed out where the run up will be completed, pointed out the November loop on the diagram, and briefed what the radio calls would consist of. privacy data omitted Dropped me off near self serve fuel. I watched her start up the aircraft and taxi towards the run up area. I turned the handheld walkie talkie up to the ground frequency, set up my foreflight to show traffic in the pattern, and listened for her radio call. At the time of her radio call to ground, I did not have her in sight, but heard her appropriate response to ground. As I waited to see her takeoff, I tuned to the tower frequency and did not hear her call up so I began to question if something was going on. I started walking toward the ramp area to get a view of where she was at. At this time, I saw her already on the roadway and immediately called up ground to inform her to stop. At this time, she had already started to turn around and clipped the wingtip. I ran across the ramp to assist her and requested airport personnel to help. There was no signage or information signs to identify the November loop. In addition, there was no signage that pointed in the direction of 22R. The information signage near the November loop refers to the ground frequency. The taxi diagram for Chandler also does not clearly identify the November loop.

DURING OUR PREFLIGHT, WE BRIEFED FOR ^PRIVACY DATA OMITTED^ SECOND SOLO. I ALSO PREFACED THAT THE FIRST PORTION OF HER LESSON WOULD BE USED TO DETERMINE IF ^PRIVACY DATA OMITTED^ WAS MAKING GOOD PIC DECISIONS, SAFE LANDINGS, AND APPROPRIATE RADIO CALLS FOR A STUDENT SOLO. PRIOR TO HEADING OUT, I ASKED HER QUESTIONS TO ASSESS WHETHER SHE SEEMED FIT TO FLY. I OBSERVED ^PRIVACY DATA OMITTED^ WHILE SHE COMPLETED THE PREFLIGHT. DURING THE INITIAL TOUCH AND GOES, ^PRIVACY DATA OMITTED^ WAS MAKING SAFE LANDINGS, APPROPRIATE PIC DECISIONS AND WAS READY TO SOLO. ON THE GROUND WE BRIEFED THE TAXI DIAGRAM, POINTED OUT WHERE THE RUN UP WILL BE COMPLETED, POINTED OUT THE NOVEMBER LOOP ON THE DIAGRAM, AND BRIEFED WHAT THE RADIO CALLS WOULD CONSIST OF. ^PRIVACY DATA OMITTED^ DROPPED ME OFF NEAR SELF SERVE FUEL.
