WHILE CLIMBING THROUGH FL40.5, NR 1 ENGINE FLAMEOUT. AIRCRAFT DESENDED TO FL290, THE ENGINE WAS RELIGHT AND AIRCRAFT CONTINUED TO SRQ AT FL240. MAINTENANCE DETERMINED THAT THE BLEED VALVES WERE OUT OF ADJUSTMENT.
