ENGINE LOST POWER, THEN QUIT, DURING TAKEOFF CLIMB. AIRCRAFT MADE OFF AIRPORT LANDING. INVESTIGATION FOUND WATER IN THE RIGHT HAND FUEL SUMP. AIRCRAFT HAD BEEN PARKED OUTSIDE THROUGH HEAVY RAIN.
