ON INSPECTION THE GOV LOOKED TO BE OUT OF RIG. WHEN THE ARM WAS REMOVED IT WAS DISCOVERED THAT THE SHAFT WAS EXTREMELY STIFF. REPLACED GOVERNOR. (K)
