AIRCRAFT WAS GROUNDED: AIRCRAFT RETURNED TO PHL. ON TAKEOFF GEAR WOULD NOT RETRACT HANDLE WOULD NOT MOVE IN UP POSITION. MAINTENANCE REPLACED THE LANDING GEAR CONTROL LEVER PER AMM 32-31-11 AND ACCOMPLISHED A SATISFACTORY OPERATIONAL CHECK.
