ON TAKEOFF ROLL, BOTH ENGINES WOULD NOT DEVELOP FULL POWER. AIRCRAFT TAXIED BACK TO RAMP. FURTHER INSPECTION BY TECH FOUND BOLT PN AN5-4A FROM LEFT SIDE OF PEDESTAL LYING ON FLOOR AFTER REMOVING LEFT PEDESTAL SIDE COVER. (ATTACHMENT)
