CLE FLIGHT 3064 THE CREW REPORTED THE LANDING GEAR DID NOT RETRACT. RECYCLED AND IT WAS SLOW TO RETRACT. MAINTENANCE REPLACED THE LANDING GEAR HANDLE ASSEMBLY. OPERATIONAL CHECKS WERE GOOD. THE AIRCRAFT WAS RELEASED FOR SERVICE.
