(CAN) THE CONTROL LEVER SHAFT ON THE GOVERNOR WAS FOUND HARD TO MOVE. SO STIFF THAT THE LINEAR ACTUATOR HAD TO WORK HARD TO MAKE IT TO MOVE. (TC NR 20070227007)
