(CAN) THE TEST SOLENOID ON THE OVER SPEED GOVERNOR WAS STUCK IN THE TEST POSITION LIMITING THE PROP RPM TO 1550 RPM. THE OVER SPEED GOVERNOR WAS REPLACED AND FUNCTION CHECKED SERVICEABLE. (TC# 20190516017)
