LEFT RECIRC FAN HAS LOW FLOW. FOUND DURING SMOKE/FUME IN CABIN INSPECTION. REQUESTING DEFFERAL 2131B FOR LEFT RECIRC FAN INOP. TOMC APPROVED COMPLIED WITH DEFFERAL. REMOVED AND REPLACED LH RECIRCULATING FAN IAW MM 21-25-02. OPS CHECK GOOD.
