ON DEPARTURE OUT OF KTEB AFTER CALLING FOR "GEAR UP" THE FO TRIED TO RETRACT THE GEAR. THE HANDLE SEEM LIKE IT WAS LOCKED INTO PLACE AND WOULD NOT MOVE FROM THE GEAR SELECTED DOWN POSITION. COMPLIED WITH SB700-32-07 (LANDING GEAR - REPLACED THE LEFT AND RIGHT OUTBOARD MAIN LANDING GEAR WIRE HARNESSES) UNDER ORDER 101907796. LANDING GEAR OPERATIONAL CHECK IS GOOD IAW 700 AMM 32-00-00
