AFTER TAKEOFF, FLAPS FAILED TO COME UP. FLAPS STOPPED 6-8 DEGREES WITH ASSOCIATED FLAPS FAIL CAUTION MESSAGE. RETURNED TO FIELD. PERFORMED A POWER DOWN/POWER UP ON AIRCRAFT. ALL OPS CHECKS GOOD. COULD NOT DUPLICATE DISCREPANCY.
