FLAPS WOULD NOT RETRACT FROM TAKEOFF TO UP. RETURNED TO DEPARTURE AIRPORT. UNEVENTFUL LANDING MADE FLAPS WORKED ON GROUND AFTER LANDING - MAINTENANCE VERIFIED FLAPS UP AND SECURE - DEFERRED. MAINTENANCE REPLACED FLAP MOTOR RELAY AFTER THE NEXT FLIGHT AND PROBLEM CONTINUED.
