Narrative: this correspondence is in regard to my investigation of an aircraft incident that occurred at Allegheny County Airport west mifflin, PA, on October 28, 1997, involving Beech 58, N33DK. Examination of the above aircraft, on October 29, 1997, revealed that the landing gear motor was inoperative along with the landing gear motor relay and dynamic brake. The landing gear main gearbox was jammed in the up position. After removing the landing gear motor from the main gearbox, and forcing the emergency extension handle, the main gearbox was released and the manual emergency extension system operated normal with a slight ratchet effect when extending the landing gear. Investigation revealed that due to the failure of the landing gear motor, relay and dynamic brake, the main gearbox assembly was forced in the up position causing the emergency extension system to bind and fail to operate.
