What happened

The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.

(-5) On Monday, August 3, 1998 at 1900 local, at the completion of landing roll out on runway 4 at Rochester international airport, Rochester, new york, a Continental express Emb-120 turned off the runway to taxiway charlie and began to experience vibrations from the landing gear. First office michael bugden reported that the vibration became so strong that the aircraft was stopped on the taxiway and airport operations was contacted. Two passing aircraft, a usair commuter and united airlines reported that both lefthand main landing gear tires were deflated and smoking, but no fire was evident. The fire department arrived and confirmed the absence of fire and the aircraft was deplaned in an orderly, non-emergency fashion with the passengers walking and taking short shuttle rides to the Continental gates. Airport operations agents conducted a thorough search of the runway and taxiways for debris and objects associated with the on-going runway construction. Nothing was found. Captain john keown and the first office both observed the flat tires and saw no evidence of puncture or burst on the visible surfaces. Company maintenance personnel from cle found #1 brake locked, #1 and #2 tires blown, and #2 brake ok. Both tires and brakes were replaced, the anti-skid system was checked and found functional and the aircraft returned to service. This incident is considered closed.
