From the FAA’s Accident/Incident Data System (AIDS), through its Aviation Safety Information Portal, as reported. The NTSB investigates accidents separately, and its record of an accident is the fuller one. The aircraft is matched to the registry by N-number and event date, checked against the reported make and model; the registry’s history has gaps, so older matches can be wrong. What happened

The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.

(-5)On Thursday, November 19, 1998, aircraft N813ND, a PA-28R-201, was on final approach to Ithaca airport (ith), Ithaca, new, york. A normal call in was received by Ithaca ATCT at 10 miles. No call was received at 3 miles. And interview with the pilot revealed that while lowering the landing gear, he experienced a total electrical system failure. Ithaca ATCT was aware of the problem and verified the gear was down and gave the pilot a green light to land. The pilot did not believe the gear was down and went around. At this time, the tower gave the pilot a green light for another approach. A us airways DC-9 was at the end of the runway awaiting clearance for take off. The pilot of the DC-9 checked the gear on the PA-28R-201 and called the tower to warn that the gear was not down. It is believed that at this time, the PA-28R-201 experienced a prop strike, striking the ground approximately 7 times. The pilot of the aircraft said he was unaware of the strike. On a subsequent go-around, the pilot released the hydraulic pressure on the gear and allowed it to free fall. He also recycled the aircraft's electrical system. After recycling the electrical system, his radios began to function again and he called the tower and landed without further incident. This incident is considered closed.
