What happened
The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.
(-23) Pilot stated that on landing in a confined area, as the airplane was coming off step, a gust of wind caught the right wing causing left wingtip to contact water. The airplane groundlooped to the left and came to rest on the marsh adjacent to the water. The reduced control effectiveness, due to the slow speed as the airplane was coming off step, did not allow the pilot to compensate for the wind gust.
