(-23) Aircraft attempted to land @ hgr runway 27. Witnesses stated aircraft flew length of runway slow @ approx 800 ft, made go around on second attempt. Aircraft touched down @ 4000 ft mark went off end of runway off embankment clearing airport boundary fence, interstate 81 boundary fence impacting shoulder of interstate 81.
