What happened
The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.
(-23) While climbing through about 9,500 feet after departing Phoenix Sky Harbor International Airport an odor was detected similar to electrical burning, although no smoke or fire was visible. The crew leveled off at 11,000 feet and decided to return to Phoenix. An emergency was declared with ATC and a request for fire and rescue trucks (ARFF) was made. The abnormal checklist for "electricl smoke or fire" was accomplished and the odor dissipated when the recirculation fans were turned off as per the checklist. After an uneventful landing the crew taxied clear of the runway and the ARFF met the aircraft. After the ARFF had scanned the aircraft with infrared sensors and found no fire, they taxied to the gate.
