What happened
The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.
(-23) Pilot stated that as he taxied to runway across the "reopened taxiway", his nose wheel went into the gravel and his propeller hit the gravel and was damaged. He stated that the "airport manager" told him that the taxiway was just reopened even though there was a NOTAM stating the taxiway was closed and that there were cones on the taxiway. The pilot also stated that there was standing water on the grass transient parking area adjacent to the runway. The airport manager was interviewed and stated that he did not speak to the pilot at all and that the cones and NOTAM are in place as the taxiway is still under repair. The cones were in place during my scene investigation. I also believe that the pilot may have spoken to other personnel on the airport thinking that one of them was the airport manager.
