On may 28, 2011 on or about 17:14 pm, I received a call from the southern region communication center advising me that delta air lines (dal) flight 2284 enroute from pittsburgh international airport (pit) to Hartsfield-Jackson Atlanta international airport (atl) had declared an emergency at the Atlanta airport. The aircraft landed on runway 27R and exited at taxiway b, where it stopped and declared an emergency because it had blown the # 3 and # 4 right main landing gear (MLG) tires. The aircraft also had hot brakes which started a fire at the right main landing gear area and burned the #3 and #4 tires and melted the brakes to the aircraft tire rims. The aircraft flight crew executed an emergency evacuation of the aircraft and deployed the L1 and L2 doors emergency evacuation slides. They also jettison the aft tail cone and attempted to deploy the aft tail cone evacuation slide, which failed to deploy at that time. All 43 passengers were evacuated from the aircraft with no reported injuries from the L1 & L2 doors. Atlanta fire and rescue personnel responded and applied foam to the aircraft burning tires at the right MLG and sprayed afff to both number 1 and number 2 engines. One of the flight crew members did report a minor injury to one of her knees. The aircraft that operated on dal flight 2284 had an airworthiness certificate with the following information: registration number N941DL, serial # 49814. Upon arrival at the Atlanta airport, an interview with the technical operations (tech ops) Atlanta operation manager timothy hanner (employee # 222539) indicated the following maintenance information. Dal maintenance personnel removed and replaced the # 2, 3, and 4 main landing gear tires and removed the # 3 and # 4 MLG brakes at taxiway b. the aircraft was them moved from taxiway b to the technical operation center (toc) hangar 10 via dal super tug at or around 18:15PM. Dal toc maintenance personnel provided the following information on the tail cone emergency evacuation slide. Part # 29984-109, serial # 0417, manufacture date 3/88, and overhaul date 9/20/2011. A interview with toc hangar 10 lead technician confirmed that N941DL did sustain substantial damage to the right MLG, right inboard lower flap area, right MLG wheel well area, and upper wing surface inboard trailing area at fuselage as indicated by the attach photos. The aircraft flight crew information is as follows: pilot in command (PIC) privacy data omitted, second officer (so) privacy data omitted, lead flight attendant privacy data omitted, flight attendants privacy data omitted and privacy data omitted. The flight crew was debrief by dal Atlanta chief pilot privacy data omitted (tel # privacy data omitted) and Atlanta field service manager kevin anderson (tel # privacy data omitted).
